They are available to both people who raid 10 mans and 25 mans. All you need it reputation with the Ashen Verdict.

There is a ring for each type at each level of reputation starting with a item level 251 ring at friendly, 259 at honored, 268 at revered and 277 at exalted.

Now from what I understand, you cannot pick up more than 1 of any of these rings at a time. So if you want a level 277 healer ring, you cannot also have the 268 healer ring. The same also applies if you want a 277 healer ring and a 277 tanking ring. You cannot do it, you have to choose one or the other.

Getting to friendly doesn't take too long. Some players are finding groups to just farm rep. Go into ICC kill some trash and get some rep. Wait for the trash to respawn. I've heard that if you farm the trash for a tedious 12-24 hours, you'll get all the way to exalted. A waste of time if you ask me, but hey...

I didn't directly say it, but all you need to do is run ICC in 10 or 25 man modes to gain this rep.

In other words, these rings are available to all. There's very little reason not to have them.
