This is the best Raiding Build for a Holy Paladin. Some people like to take 3 points from Retribution and put it into Divinity (Prot) but I'd suggest against it.

Holy: Spiritual Focus

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

You need 5 points to get into level 2 and this is your best option.  Reduces the down time while healing when you’re taking damge.
Raiding: 7/10

Holy: Seals of the Pure

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

Good for leveling, but bad for raiding.
Raiding: 1/10

Holy: Healing Light

Rank 1, Rank 2, Rank 3.

This is a must have for Holy Paladins.  It increases the amount healed by your staple healing spells by 12%.
Raiding: 10/10

Holy: Divine Intellect

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

This is also a must have for Holy Paladins.  This increases your Intellect, which increases your mana pool, and your Crit.  If you also get another must get talent, Holy Guidance (Level 8), it’ll also increase your Spell Power.
Kings does not scale with this.  The intellect bonus you receive from kings with this talent is an 6.667% increase in intellect, while all the other stats get a 10% boost.
This talent does scale well with the meta gems giving 2% to Intellect.  The 15% bonus given by Divine Intellect is applied to the Intellect increased by the meta gem.

Holy: Unyielding Faith

Rank 1, Rank 2.

This is a must have talent for pvp.  A very good one.  Includes Blind from Rogue’s, and fear from Warlocks and Priests.  For Raiding, its quite lackluster at best though it can be helpful in rare situations.

Holy: Aura Mastery

Rank 1.

Its often a talent that is not required unless you constantly find that people who need it are wandering out of range.  With Aura’s being Raid wide, it can be worth the 1 point. More useful in PVP.

Holy: Illumination

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

This talent is incredible.  It will refund you 60% of the base cost of your Flash of Light, Holy Light or Holy Shock spells if they crit.  Combined with Level 9 Talent Divine Illumination (50% discount on spells for 15 secs), its awesome.  For example, Holy Light costs 1274 Mana, 637 Mana with Divine Illumination active.  If you crit, even with Divine Illumination active, you will still be refunded 764 Mana. The simple way to calculate the average percentage discount on your spells this will generate is (Your Crit % * .6). The higher your crit rating is, the better this talent becomes.

Holy: Improved Lay on Hands

Rank 1, Rank 2.

Increases the armor of your target by 50% and also reduces the cooldown of your Lay on Hands.  The reduced cooldown isn’t that exciting, but the increase in armor, used at the right time can make the difference in learning fights.  What’s best is Lay on Hands costs nothing to cast, and can still crit for an extra 50%.

Holy: Improved Concentration Aura

Rank 1, Rank 2, Rank 3.

Great aura for PVP, and good in raiding only in very certain situations.  In PVP it will reduce silences from effects like Rogue’s Kick, Warrior’s Shield Bash or Pummel, Mage’s Counterspell and Priest’s Silence.  In Raids, its mainly useful when bosses fear you.

Holy: Improved Blessing of Wisdom

Rank 1, Rank 2.

This is an extra 21.8mp5 on top of the base 109mp5 for the mana users of the raid.  This increases in value depending how many paladins there are in the raid and the make up of the raid.  Normally, this is great value.  Take it unless you are assigned another Blessing to buff.  In PVP, not so good as Kings is very important.
Raiding: 9/10
PVP: 0/10 (Increases in value if you have another paladin in the group)

Holy: Blessed Hands

Rank 1, Rank 2.

This talent is so so. I'd avoid it in PVE and PVP.

Holy: Pure of Heart

Rank 1, Rank 2.

Avoid this talent in raids.  The benefit in raids will be virtually nothing and it will cause you all kings of trouble in Naxx.  For PVP, this talent is outstanding.  Death Knights and Warlocks’s effects are reduced on you.

PVP: 10/10

Holy: Divine Favor

Rank 1.

For both PVP and Raiding, this is a must get talent.  Automatic Crit Holy Shock or Holy Light.

Holy: Sanctified Light

Rank 1, Rank 2, Rank 3.

Holy Light and Holy Shock are major spells in a Holy Paladin’s arsenal. An extra 6% crit for 3 talent points is a bargain.  When you Crit, you get a 50% boost in that heal, which means these 3 talent points increase your healing by 3% while using those spells.  Not only that, when coupled with Illumination, it’s a double bonus.  Get this talent!  Even in PVP, this is a powerhouse, since Holy Shock is so good.
Raiding: 10/10
PVP: 9/10

Holy: Purifying Power

Rank 1, Rank 2.

Not good for Holy Paladins.  Don’t use.
Raiding: 0/10
PVP: 0/10

Holy: Holy Power

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

This gives 5% crit to all Holy spells.  This includes all the staple spells and even includes Lay on Hands.  Will increase your healing by 2.5% for only 5 talents, not to mention the mana benefits.  Get it!
Raiding: 10/10
PVP: 10/10

Holy: Light’s Grace

Rank 1, Rank 2, Rank 3.

It’s a very good talent.  In raiding, well worth the 3 talent points.  Its rare that you cast a single Holy Light and will increase your Heals Per Second (HPS) higher with this talent.  Well worth getting.

PVP: 6/10

Holy: Holy Shock

Rank 1.
Trainable ranks:
Rank 2, Rank 3, Rank 4, Rank 5, Rank 6, Rank 7.

A spell that can be used for DPS and healing, while moving.  This is a winner.  When combined with Level 8 Talent, Infusion of Light, it gets even better.
Raiding: 10/10
PVP: 10/10

Holy: Blessed Life

Rank 1, Rank 2, Rank 3.

Not the most useful talent in raiding, however in PVP is where its mildly useful.  On average, it will reduce the damage you take by 5%.
PVE: 2/10
PVP: 5/10

Holy: Sacred Cleansing

Rank 1, Rank 2, Rank 3.

Its bad.  Worse than bad, its horrible. 30% chance to give a 30% chance for 10 secs.  That is going to come back and bite me, I’m sure, but I cannot see any use for that has an effect chance to work of 10% and only lasting 10 secs.

Holy: Holy Guidance

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

This talent is part of the reason that Intellect is so important to a Holy Paladin.  This is such an important talent to a Holy Paladin.  It’s a must get talent.
Raiding: 10/10
PVP: 10/10

Holy: Divine Illumination

Rank 1.

This is a very good talent.  The fact that it doesn’t trigger the Global Cool Down is what makes this talent really powerful.  Script it into your Holy Light casting and cast a few at a time (which usually happens anyway) and you’re a winner.  Either that or Macro it when you’re casting Beacon of Light.  Well worth the 1 talent point.

Holy: Judgements of the Pure

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

This is where it gets interesting and requires a little more thought in how you’re going to play.  Judge the boss/mob and you’ll get 15% haste for 1 min.  If you’re the only Paladin in the raid, you can use Judgment of Light on what everyone’s attacking and proc for heaps of healing.
PVE: 10/10
PVP: 5/10

Holy Level 8: Infusion of Light

Rank 1: Your Holy Shock critical increases the Crit Chance of your next Holy Light spell by 10% or reduces the cast time of your next Flash of Light spell by .75 sec.
Rank 2: Holy Light 20% & Flash of Light 1.5 sec
Pair up Holy Shock with Divine Favor and you’ve got a winner.  You’re still going to be effected by the Global Cool Down, but if you’re on the move looking for an additional instant cast spell, proc on this and you’ve got yourself an instant card Flash of Light.
Raiding: 8/10
PVP: 10/10

Holy: Enlightened Judgements

Rank 1, Rank 2.

This talent combined with Holy Level 10 Judgements of the Pure it's very sexy.  2 talent points for increased range and haste is well worth it.
PVE: 10/10
PVP: 9/10

Holy: Beacon of Light

Rank 1.

This is the Royals Royce of healing in PVE.  Yes its expensive, but its that good.  The biggest down side to Beacon is that Paladins overheal so much and Beacon only works for effective heals (Not overheals) and works on Flash of Light, Holy Light and Holy Shock.  If you’re a decent healer, you’re going to virtually double your healing output with this.

This is a must have if you're going to heal in heroics. Without this talent and you using Beacon of Light, your heroics are close to fail than they need to be.

The reason its not great in PVP is its high cost and ease of being dispelled although it does allow you to heal without being in line of sight if the damage is being spread around.

Protection: Divinity

Rank 1, Rank 2, Rank 3, Rank 4, Rank 6.

This talent is worth more, the better your gear is. While it is a good talent, most of the time it will only increase the amount of your over heals.
PVE: 7/10
PVP: 10/10

Protection: Divine Strength

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

This has been included on the off chance that you’re responsible for Judgment of Light in your raids.  The extra strength increases your Attack Power, and Judgment of Lught scales on both Spell Power and Attack Power. Even at that, its not a great talent to take.

Retribution: Deflection

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

Since Holy Paladins also go up the Retribution Talent Tree, its worth discussing the earlier talents.  This talent is bad, I mean really bad for Holy Paladins.  Don’t take this one.
Raiding: 0/10
PVP: 0/10

Retribution: Benediction

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

A very good talent.  You’re Judgements, Blessings, Holy Shock, Sacred Shield and Divine Shield all cost 10% less.  That makes this talent a must have if you’re going down the Retribution Tree.
Raiding: 10/10
PVP: 2/10

Retribution: Improved Judgements

Rank 1, Rank 2.

This is unnecessary for a Holy Paladin.  Getting a smaller cool down isn’t important for a Holy Paladin.
Raiding: 0/10
PVP: 2/10

Retribution: Heart of the Crusader

Rank 1, Rank 2, Rank 3.

This buff applies to the entire raid.  Yes, its that good.  However, it does not stack with Totem of Wrath (Elemental Shaman Talent) and Master Poisoner (Assassination Rogue Talent).  It does not stack if multiple Paladins also have this talent and use Judgments.  Even with all that, its still a strong talent, since there are no better talents to take to get to Retribution Level 3, where Holy Paladins want to go.  It’s good on heroics and smaller raids where you might be missing those other classes.

PVP: 5/10

Retribution: Improved Blessing of Might

Rank 1, Rank 2.

This is simply a must have talent, for the reason that Improved Judgments isn’t good and you need 10 points all up to get to Retribution Level 3.  On top of that, it’s a fine Blessing to have.  This is the preferred Blessing for all Melee and Hunters.

PVP: 3/10

Retribution: Conviction

Rank 1, Rank 2, Rank 3, Rank 4, Rank 5.

This talent is marginally better than Holy Power for a Holy Paladin.  That makes this talent a no brainer.  It’ll give all your spells 5% more crit, which increases your healing on an average of 2.5%.
Raiding: 10/10
PVP: 10/10

Retribution: Pursuit of Justice

Rank 1, Rank 2.

This is a situational talent.  The only part that is of any interest for a Holy Paladin is the increase in movement speed.  In raids, sometimes you need to move faster to get out of fire/blizzard.  With all that being said, there is nothing that you currently need this talent for.  It is a lot more useful for PVP, where you need to position and move a lot more often.
Raiding: 5/10
PVP: 8/10

Retribution: Sanctity of Battle

Rank 1, Rank 2, Rank 3.

This talent is essentially the same as any that give 1% to crit.  Get it.
Raiding: 10/10
PVP: 5/10

Retribution: Swift Retribution

Rank 1, Rank 2, Rank 3.

This is included, not because you’ll ever have it, but to understand the benefit that you receive from a Retribution Paladin in your group.  3% haste will improve your healing output.
